The installation path of the downloaded items needs to reside in one location. You're able to define specific locations/directories/partitions/other that you'd like to have the files downloaded into. If you're wanting to copy game files from one location to another, you're able to do so as well (you'll need to set the path in 'Settings'). I'm not entirely sure what you're meaning by 'on USB', but if you mean a USB external storage device, then it's possible. With data issues, you can limit your downloads to specific times of the days, and cap the download speed to a lower or higher value (or, you could visit a public location that allows large sums of traffic and download files there, many options to choose from). If the devices you're using both have Steam and a copy of the game purchased on whatever account is on them, then just copy the game from the USB to the steam library that does not have the game, in steamapps/common/ usually. If the other device either doesn't have Steam or does have Steam but not the game purchased, you will be unable to play it.
If however you just want to store games on an external drive, you can set paths for individual games in 'settings' or just picking the correct path when initially installing the game.
